			<content:encoded><![CDATA[<p>The JIB-PMES is delighted to be able to announce the introduction of a scheme designed specifically to up-skill partially trained plumbing and heating operatives currently working in the industry. Working alongside JTL &#8211; the Building Services Engineering sector’s leading Apprenticeship provider, who will be working with and for the JIB-PMES to deliver this initiative &#8211; we are now able to provide a full on-site assessment service to facilitate the achievement of full L2 NVQ Plumbing/H&#038;V qualifications. The programme is aimed at those working in the plumbing and heating sector who have completed technical certificate qualifications (e.g. City and Guilds 6129/City and Guilds 6128), but have not completed the appropriate NVQ &#8211; which is required to confirm their status within the industry. <p></a>Shane Trevitt, 22, a plumber from Wirral, has been awarded the gold medal in plumbing and heating at the World’s largest skills competition; WorldSkills London 2011. Shane’s outstanding performance in the plumbing and heating category crowns him the best in the world.</p>

<p>Shane was part of Team UK who competed against 1000 competitors from 52 countries/regions, watched by over 200,000 visitors over the four days of tough competition. Training for the UK Plumbing and Heating team was sponsored by APHC. </p>
<p>Shane, employed by NG Bailey said: “It is an amazing feeling to be crowned the best in the world at plumbing and heating. Standing on the podium receiving my medal in front of a packed venue at The 02 Arena is an experience I will never forget. This is what I’ve been training for all this time, and I am just so pleased I’ve been able to make my family, friends, training manager and all those who have supported me along the way, so proud. Just as importantly, I hope my success will inspire others to think about their career options and that I’ve managed to show everyone that there are options for them. I’d definitely say that a career in plumbing is very rewarding!”</p>

<p>Information has already been issued to Joint Industry Board (JIB) participant employers and operatives regarding the proposed introduction of a new Building Engineering Services Agreement, currently being facilitated by the Heating &#038; Ventilating Contractors’ Association (HVCA), on behalf of a breakaway group of seven mechanical and electrical contractors. </p>
<p><span id="more-699"></span></p>
<p>The contractors in the breakaway group are Bailey Building Services, Balfour Beatty Engineering Services, T. Clarke, Crown House Technologies, Gratte Brothers, SES and SPIE Matthew Hall. MJN Colston although originally part of the “eight” has since decided to drop out of the group. These contractors are seeking to implement a new BESNA agreement in preference to the existing JIB national agreements for plumbing and electrical.</p>
<p>The two Plumbing Joint Industry Boards the JIBPMES &#038; the SNIJIB for the Plumbing Industry believe that the proposed BESNA agreement compares unfavourably from the point of view of employers, employees and the industry as a whole with respect to the terms and conditions and procedures currently on offer within the existing JIB national collective agreements. The two plumbing JIBs believe that there is no pressing need to move away from the existing national agreements which continue to provide industry wide terms and conditions of employment for operatives and apprentices negotiated between employers and UNITE the union. Individual plumbing operatives need to consider carefully whether moving to the BESNA Agreement is in their best interests and in so doing compare the differences between the existing plumbing agreements and what is on offer under the new BESNA agreement.</p>
<p>UNITE the Union, a joint signatory to the existing national plumbing agreements, has made it clear to each of the contractors involved in BESNA that UNITE has no intention of accepting this new BESNA agreement. The two Plumbing Joint Industry Boards for England &#038; Wales and Scotland &#038; Northern Ireland wish to retain these contractors within the existing national JIB agreements and are endeavouring along with the two JIBs for the electrical industry to engage with them to urge them to reconsider the unilateral introduction of the BESNA agreement.</p>

<h2>Loss of Tools</h2>
<p>A loss of tools grant is available up to a maximum of £300.   This is available to all operatives working for a JIB-PMES participant employer and holding a current UK-PHMES/CSCS Registration Grade Card.  </p>
<p>To claim for a grant for lost tools, the employer should submit a ‘Loss of Tools’ Claim Form.  The form includes a list of recognised tools that may be covered by the grant, and should be completed to indicate the tools lost.</p>
<p>In order to be eligible for a tool loss grant the employer must be purchasing either Holiday Credits or Holiday Stamps for the operative concerned, and their account with the JIB-PMES must be up to date.  If stamps are purchased for the operative a photocopy of the stamp card should be submitted with the claim. The operative must hold a current UK-PHMES/CSCS Registration Grade Card.  </p>
<p>This grant is normally payable direct to the operative.  If compensation has already been paid by the employer, please include a note requesting payment direct to the employer.</p>

<h2>Sickness Benefit</h2>
<p>Sickness benefit is payable for up to 28 weeks.  </p>
<p>To claim sickness benefit for an operative the employer should submit a fully completed ‘Sickness Benefit’ Claim Form together with a sickness certificate.   </p>
<p>We can accept:</p>
<ul>
<li>Self Certification &#8211; first <strong>seven</strong> days only</li>
<li>Doctor&#039;s certificate</li>
<li>Hospital certificate</li>
</ul>
<p>Payments are normally made fortnightly in advance, provided that we have sickness certificates to cover the payment period.</p>
<p>Sickness benefit is payable from the fourth day of illness, up to a maximum of 196 days.  If the illness lasts for more than 28 days the benefit for the first three days is paid in arrears.</p>
<p>In order to be eligible for sickness benefit the employer must be purchasing either Holiday Credits or Holiday Stamps for the operative concerned, and their account with the JIB-PMES must be up to date.  If stamps are purchased for the operative a photocopy of the stamp card should be submitted with the claim.</p>

<h2>The JIB-PMES Holiday Stamp Scheme</h2>
<p>The <strong>JIB-PMES</strong> operates an Inland Revenue approved holiday stamp scheme for the Plumbing and Mechanical Engineering Services industry. This allows holiday pay to be provided free of employers&#039; and employees&#039; National Insurance contributions. </p>
<p>The situation is the same for those employers operating the industry pension scheme. There is a further saving of 7.5%, as pension contributions are also not chargeable on holiday pay. </p>
<p><strong>The scheme can result in significant savings to the employer of:</strong></p>
<ul>
<li>Up to 12.8% holiday pay for National Insurance.</li>
<li>7.5% for Pension Scheme contributions.</li>
</ul>
<p>Employees also benefit as they can receive up to 8.4% extra NET holiday pay.</p>
<p>The scheme is designed to deliver and fund the holiday pay entitlement required under the JIB-PMES National Working Rule Agreement, and also to comply with the requirements of the 1998 Working Time Regulations. The scheme is available to all employees in the industry, both hourly paid and salaried, site and office staff (some site &#038; office staff will be out of scope for the NI concessions).</p>
<p>The scheme in operation is a <strong>30 day Holiday Credit Scheme</strong> which covers the 8 Public Holiday days (Bank Holidays).</p>
<p>Members of the Holiday Stamp scheme automatically access a range of free benefits including sickness benefit, accidental total disability benefit, insolvency protection scheme, loss of tool grant.</p>
